In 1947 the North American Numbering Plan was installed by AT&T with the state of California being divided into three numbering plans depending on the geographical zones. 415 was given to central California, 916 to southern California and 213 to the northern part.

Numbering plan boundaries were established in 1950 dividing the northern and central parts. 415 therefore became the coastal region while 916 was part of the northeastern corner of the state.

415 encountered a split three times due to the bustling city's economic growth and the rapid proliferation of phone usage. The first split occurred on March 1, 1959 wherein 707 was created for San Jose and South Bay from 408 which has then since been split to 831. September 2, 1991 saw area cpde 510 created for East Bay and on August 2, 1997 650 was created and the boundary was kept between San Francisco and San Mateo County. San Francisco retained 415.

An overlay plan was set on the 21st of February 2015 with 628 as the area code. Overlays are being done in order to combat exhaustion by means of placing another area code together with an existing one to service a specific area.
